Residency Requirement Rule Ignored?!

To Whom It May Concern:

Shortly after an exciting evening of folding pot holders, I found some precious time to sit down with my cat Freddy in my lap, and read the "By-Laws of North Carolina Chess Association, Inc." If these are, in fact, the rules and regulations by which this organization is legally required to operate, I fear that a "point of order" must be recognized citing a critical oversight  which was made during our last election.

After observing the USCF database, it appears as if  NCCA Vice President of Scholastics Jessica E. Martin relocated to North Carolina from Arizona sometime in late August or early September of 2008 but she was elected in October? I am sure she has just done a great job for the NCCA thus far, but I find it curious that the Director of Scholastics is neither a current Certified TD  nor has she ever directed a single tournament, nor has she ever posted a report on the NCCA message board relating to scholastics.

Now, I am aware that
because of the difficulty of finding good people to fill these important positions, the Board of Directors may waive some qualifications. But, I fear that, though her intentions may have been honorable, Ms. Martin did not meet the 6 months residency requirement prior to being elected. More specifically, our current "By-Laws" indicate that "the Board of Directors at their discretion, may waive the necessity of some or all of the above factors except the six-month residency requirement which shall be mandatory."

Therefore, she was elected illegally, and if you're gonna' play by the rules, she must be replaced...
May I recommend past President Randy Wheeless; since he still seems to be associated with the scholastic community and meets the other criteria.
