The following statement was a follow-up by past President Randy Wheeless to the "Point of Order" which I made to the NCCA Officers (Residency Requirement Rule Ignored)

You seem to bring up a valid point. I must take responsibility since I ran the election and Wilder (our lawyer) was in attendance. No excuses for missing that.

Still, I don't think the matter requires any drastic actions. Since there were no other candidates present that day to run for that office - without Jessica, the post would have gone vacant. It would have been left to the Board to fill the post. To comply with the rules, the Board could just wait until the 6-month rule is satisfied. Then, appoint her to the post. There is no timetable on how fast they need to act.

I'll take that versus your suggestion of having me be an officer again. After being an officer for four years, I'm sure people feel I need a good, long rest!!

However, when I attempted to post it on the NCCA message board, my account had mysteriously been adjusted to "forbid me from posting," nor did Wheeless post it himself? And then, curiously enough, the NCCA Message Board, which I learned had been "bought by someone else," malfunctioned and was temporarily unavailable? Dude, I didn't even know it was for sale!!?)

No dude?! That's not the way it works. Otherwise, why have a residency requirement at all, if everyone will ultimately catch up as time goes on? That totally defeats the purpose. If she had not been a resident of NC for at least 6 months prior to the election, then she is completely disqualified until the next election. Anyway, exactly what good is she? Really? What has she done to help scholastic chess in NC so far. From what I understand, nothing. I was even told that Victor said, "let's give her something to do!"

Over the past month, the officers of the NCCA have been afforded ample time to address this important "point of order" but have completely neglected to do so. This further demonstrates the incompetence of our current administrators. In effect, they are refusing to abide by the rules and regulations required by our "corporate charter." And, that is unacceptable. Regardless of her accomplishments, good or bad, according to our constitution or "corporate charter," she must be replaced, period.

And, in a recent conversation with a past prominent officer of the CMSCA, it was stated to me that "not only has Jessica Martin never submitted any written report or memo, she has done nothing but cause trouble with the CMSCA." (In deference to Ms. Martin, I have learned that she did, in fact, act as a Tournament Director in the recent Scholastic event even though her USCF Directors credentials had expired 5 years ago.) A report like that doesn't bode well for the argument of illegally allowing her to maintain her position as an officer of the NCCA. Please follow the rules, and address this issue properly.

Believe me, there are many other NCCA members who share my sentiments about this matter.
